Hola! That's going to be a festive weekend. Friday, July 25 is El Dia de la Constitucion and Saturday, July 26 is Jose Celso Barbosa Day. Being the last of the summer holidays when everyone is off from work, everyone is going to hit the beaches. It's probably going to be as hectic as the July 4 weekend. Port Authority did have more ferries on the schedule and I did read in the PR press that they were going to get everyone back to the mainland but, I bet the masses were big. You can definitely try to get tickets as early as possible or try and have someone purchase them for you in advance. Try calling, although I have not read (lately) on the forum if anyone has had luck getting through and purchasing tickets:
Numbers for Fajardo Port Authority: 787- 801-0250 and 0251, Ext. 221, 222, 230, 234, 787-860-8618, 787-863-0852 and 0705. Try all of them because they are not always very good about answering the phone. Call between 8 AM-11 AM and 1-3PM.
I have read that you can go to Culebra as a day trip via catamaran. About 35-40 minute trip. Look for some sailing companies on Trip Advisor or other search engine (PR Tourism Board). Also try google puerto rico and search there.
Backup plan would be very good, there's so much to do in Fajardo. There you can do kayaking, go to the beach at Las Croabas, ecotours, Las Cabezas de San Juan, El Conquistador Resort. The food is wonderful, fresh great seafood. Arepas are wonderful.
