In retrospect, I may have been unfair. In thinking about it I realized that we have been to Cay Caulker, the next island over from Ambergris Cay and a downscale version (but still part of Belize). The island is dedicated to tourists, again, perhaps not true of Ambergris Cay but not according to what I've read. Knowing that we like Culebra you can perhaps figure out what our standards are, warm water, beaches and laid back life style. There were no beaches on Cay Caulker and I suspect that Ambergris Cay is similar.
We have been to three of the islands listed and the only one is in serious contention with Culebra would be Bequia. It is the only one of the three with a decent beach (nothing compared to Flamenco) and good inexpensive food with lots of fresh vegetables and fruit. However, it suffers for being harder to get to than Culebra, has no decent snorkeling from the beach, and suffers from that dreaded disease, cruise ships. Of course, the ratings are for islands on which to live rather than to visit which includes the criteria you mentioned. I suspect that, a high percentage of ex-pats is probably a plus for them, it’s a minus for us. My wife and I both think that the “ex-pat” population in Culebra (not really ex-pat since you are still in the US of A) is not at all representative of the ex-pats we’ve met in our travels (e.g., we haven’t heard any ex-pats in Culebra moaning about the “natives” and how they are (a) slow, (b) undependable (c) all of the above).
