Hola! If you make a reservation you are guaranteed a space, most of the time without paying. Fajardo Port Authority doesn't operate that way. They like to see the immediate money exchange. Hence the saying "no ticket no laundry", in this case no money, no passage on the ferry. When you obtain a ferry ticket via phone/credit card purchase, even though you have paid for a seat, your passage on the assigned ferry is not guaranteed. If you're late and they have overbooked and have filled up the passenger capacity with passengers that were already waiting in line ahead of you, you could be left out, even with a paid ticket purchased in advance. What they will do is put you on the next ferry. If they are finished for the day, they will put you on the first ferry the next morning or give you a refund. To them it's no big deal, to the tourist, they have ruined their travel plans for a day.
I purchased my tickets a month in advance and when we arrived at Fajardo, it was chaotic with so many visitors. It was even on the news! The ferry we were scheduled to go on was already full (with people in line ahead of us) so they borrowed the ferry that goes to Vieques to accomodate us and the rest. Of course, this was July which is peak season for internal tourism and family visiting family on the island (that was me LOL!!).
For Mr. Wilson traveling on a Tuesday in May, no problem. It should still be calm at the ticket booth. However, for Ms. Green traveling on a Sunday you may run into people traffic because weekends are busy. Try to be there early. Now I understand why so many people prefer to fly to Culebra. If you have the resources $$$ then fly but, if you're on a budget like me and there's 3 of us, $2.25 on a ferry sounds better. Hope this helps. Let us know of your adventures. Happy travels! J
