This is not a requirement just in Culebra. It's my understanding from various sources that car companies in the US generally require a person to be 25. So, since my sources were friends, family and a conversation with Jerry in March about this very subject, I did some web searches, and this is what I came up with.

Q - How old do I have to be to rent a car from Thrifty?
A - The renter must be at least 21 years of age, though there are a few areas in which those under 21 have the opportunity to rent. Renters under the age of 25 will be subject to a daily surcharge. Thrifty Car Rental will rent to government renters under the age of 21 who are on official business. Outside the U.S., Thrifty Car Rental operators impose a maximum rental age that varies by country. Thrifty Car Rental recommends that renters check with their travel agent or car rental company prior to traveling.

Are there age requirements for renting?
To offer our services to more customers, U.S. Budget corporate-owned locations recently lowered the minimum rental age to 21 years old in almost all states. Exceptions include all locations in Connecticut, Iowa, Idaho and Washington, D.C., and select locations in New Jersey.
Budget locations in New York State will continue to observe a minimum age of 18 with a $115 daily surcharge.

P.S. - it's also my understanding that Thrifty in Culebra is a family run franchise (run by Puerto Ricans, not gringos), so you are giving back to the locals and the local economy instead of corporate America. I could be wrong about this, but various posts from ilia benabe lead me to believe that either she or her daugher run the Thrifty franchise.
