Well, I won't comment on any murders except to say that there can always be circumstances for a single incident or two that have NOTHING to do with tourists like us. Suffice to say, I would trust my children to the Culebra environment any day over ANY place in the United States mainland. Any place! Even in the middle of the Pentagon. (In fact, that would be the LAST place I'd let my family go, for many reasons. LOL!)
Okay, to answer SaySay's questions:
The campground is an approx 8 minute walk from end to end. But that's from Section E, which is much farther than he other sections (thank god).
You're traveling right in the middle of Easter week. All bets are off. It's going to be a madhouse. I have no experience during that week (and never will!) I don't know if you can make reservations over the phone. Worth a try.
It costs $20 per TENT ($10 if you're 60 years old). It has nothing to do with having your own tent or not (how would they know anyway?). They only care if you have a tent, and there's a limit to how many people can be in a tent. 6 or so, as I recall.
You can only pay for up to 7 nights at a time, then you have to renew it. There's no limit, or if there is one, it's a matter of months, not weeks. I met two people who were there for 2 or 3 months. One person basically lives there right now.
SaySay, just go with a tolerant, open mind. You chose the most crowded, rowdy time of the entire year. Bring ear plugs and a sense of humor.
