If you aren't traveling on a heavy travel day, there shouldn't be any problem getting your luggage on the plane with you. But they might charge 46 cents per pound above your 35 point limit. (I thought it was 35, not 25, but I might be wrong on that.)
Sometimes there are just a few people on the plane. Once I was the only one. In those cases, they don't worry too much about the luggage.
I think that the likelihood of your luggage being held for the next plane is small, unless you have a large group of people. And if it is delayed, getting to the airport to check on arrivals isn't difficult even by publico.
Getting to Fajardo is approx an $80 van ride, regardless of number of people.
Theoretically, the ferry charges $1 per bag, but they didn't bother with that in my family's trip a couple weeks ago, and we had lots of bags among the 7 of us. And I mean LOTS! Around 20 of them, small and large. There's no way we could have all taken the plane to Culebra with our luggage. But it was far cheaper to take the ferry anyway.
