Yes, in most locations. Sometimes at Flamenco it fades in and out and there are certainly spots where it won't work. But downtown for sure.

Better idea: Pretend it won't work at all! (Not that I EVER did such a thing!)

I once booked a friend of mine at Club Seabourne (his wife told me he needs a serious blackberry break) - there was zero reception at the time. Don't think it has changed ;)
