We were on a budget and decided not to rent a car while on Culebra. "Why would you ever need a car on an island that is ~7x4 miles?" we asked. We'd read about the "carros publicos" (van taxis) that run on the island, so we figured that would get us around. We ended up having a hard time getting the "taxis" to take us anywhere except to Flamenco Beach or the ferry dock (and that's with both of us being fluent in Spanish and having grown up in Latin America). The "taxis" seem to really prefer that run (when they're running - Tuesday, Wednesday and Thursdays are iffy). So, we walked... pretty much the entire island and were also helped out with rides from our terrific hosts at the Ocean View Hotel (tel: 787.360.9807, culebraoceanview@islaculebra.com). If you're there for more than a couple days, I recommend renting a car/jeep/scooter... it's too hilly and HOT for bicycles. If you're there for a night or two, you can do fine with the "taxis" or on foot.
