I think your plans depend on your budget and time factor. A taxi from Luis Munoz Marin airport (Isla Verde) to Isla Grande Airport is almost $20, you should tip for each bag. It' a 10 minute ride. Airfare from Isla Grande to Culebra $90-$100 round trip ticket (maybe more with the rise in fuel prices). This route would get you from Isla Verde to Culebra in maybe 1 1/2 hours give or take the time to get your luggage, etc., it would get you to Culebra fast.
Another option is to take a publico (taxi) from Isla Verde to Fajardo (1 hour trip, maybe more depending on the traffic) which I've heard can cost about $65-$70 with John Rosario johnspublico@yahoo.com , (787)354-5851, or any other taxi driver. Check out the this website's travel blog for details about him, many comments that he is a good driver and responsible and will pick you up at the airport. At Fajardo, you take the ferry to Culebra for $2.25 one way ticket, a 1 1/4- 1 1/2 hour trip depending on the sea weather. This route is less money but it will require more time.
You can also take a plane from Fajardo. Again, depending on the fuel prices it may cost between $50-$100 round trip. Go to the TRANSPORT part of this website to find out about the airline companies.
