Getting to Culebra

I understand to get to Culebra, one can take the ferry an airplane. Is there any recommendations on getting to Fajardo from San Juan to be able to take the ferry? If you rent a car is there a "safe" place to park at the ferry? Could one take a taxi from San Juan to the ferry? Approximately how much would that cost?? Thanks!!
