Do you think it's best to book Air Flamenco from San Juan to Culebra in advance? We are arriving June 24th, which I think may be a holiday of some sort.

That would be very prudent. I went to Culebra in February and although I was able to book flights, the one I wanted was full.

In culebra is high season from November all the way to the end of July so is a VERY GO IDEA to book in advance.
