What is the atmosphere like during Good Friday in Culebra..I plan to travel to the island that weekend, but can imagine it might be very very crowded - is this true???

Yes it is true, and if you want to go camping, and do not like loud music, crazy partying, lots of smoke, do not go.
The rest of the island is crowded, and sometimes some groceries cannot be found, including ice.
