It is well worth the trouble. A moonless night is best. The only way to get from Culebra to Vieques is by plane or ferry to Fajardo and then catch another plane or ferry to Vieques. You might be able to catch a flight from Culebra directly to Vieques on Air Flamenco. We were able to do that once, but you will need to spend the night once you get there. Our first family trip to PR we stayed 2 weeks at Loquillo on the big island and flew over and stayed 3 nights on Vieques. You can no longer swim in Mosquito Bay (bioluminescent bay). You can take an electric powered pontoon boat or go with a guided boat in a kayak. Your choice, but depending on the moon cycle, it is a trip of a lifetime and is totally magical. We were always able to get in the water, but no longer is this allowed. The name slips my mind at the moment, but the business that operates the pontoon does not go out on a full moon night. Have a great time. We are hoping to return to Culebra for 2 weeks next year.
