December trip/boat rental

Hi, I am planning a trip in December with 3 friends and was hoping to rent a small motor boat for about 5 days. Is this possible? Any ideas for a contact? Also, I was wondering about current fishing regulations. I assume I need a license. Can I get one on the island. Any help is much appreciated. Really looking forward to our trip. Thanks a lot.

Unless something has changed, there are not boat rentals on Culebra.
