Upon approach to the Culebra airstrip I noticed that there appeared to be a new house in front of the observation building overlooking Flamenco. Is the observation deck public or private property? Can one still hike the road up to take in the amazing view at the old facility and kick around on the helo pad?
What's next, a house next to the lighthouse?
