Hola! Yes I too saw the video on youtube. This flamingo has been a resident in Camuy since January 2009. You can see more of him on:
www.youtube.com/watch?v=mN9RpnrPiEs
He has been in several of the lagoons in Camuy including those of neighborhoods in Penon de los Amadores and Yeguada. They have also seen them in my home town of Cabo Rojo which is the southwest part of the island where there is a bird sanctuary. They don't stay long or sometimes at all as they are on their migratory birds and they are either coming or going to their seasonal home. The theory about this particular flamingo is that he was separated from his flock and decide to stay. There is nothing physically wrong with him. However, due to the change in his diet, he no longer feeds primarily on the crustaceans that give its beautiful pink coloring, he is now turning pale. Most likely, he stopped at Culebra and went on by itself and stayed at Camuy in the north east of the island. We will see if it decides to continue on its own. Happy travels!J
