2 tents per site?

I plan to travel to Culebra for the first time at the end of March. There will be two of us and we'd like to pitch 2 separate, small tents. Does the campground allow (and have room for) 2 tents per site for one fee?

Plenty of room. They charge per tent not per site. $20 per tent (no matter how small or large). Unless they've changed the rules recently, but I doubt it.
