I think it depends where you live right now. I find comparing it to the prices we pay at home for groceries we pay less in Culebra. Some items are about what we pay here in Montreal. There are several groceries about the Island, and they all have better prices than others on certain items. You just have to shop around.
As for eating out Mamacitas wraps were huge ( fatty love fed me for 2 days ). My husband and teenage son who have big appetites were satisfied (which is rare, especially after working up an appetite snorkeling). I believe all the sandwiches and wraps are in the $10 range. Heather's pizza also fed us well, and with 2 for 1 drinks and slices during Happy Hour, well you can't beat that. There are plenty of other places too but those two were the favorite with my boys.
Culebra is a great place to Vacation when on a budget. Even with its lack of "tourist traps" the children had a blast.
