Flamenco does weigh the bags, but it looked a bit sketchy to me. For example, on the way over it wasn't a digital scale, but rather a weighted scale. I don't believe that they can tell if it's a few pounds over. They did NOT weigh my purse. If you luggage is over, you pay 40 cents a pound (or something in that range), so it's not worth it to stress over 5 or 10 pounds over.
Also be prepared NOT to sit next to the person you are going with. Remember when you gave them your weight when you reserved?? They have a list of pasangers, and arrange everyone based upon their weight. I ended up not sitting with my husband each way. On the way over, he was lucky enough to sit in the co-pilot seat, and I sat behind him.
If you are interested, here is a video I threw together of the flight from SJU to Culebra. http://www.youtube.com/watch?v=hDQ0S-52k00 If nothing else, the takeoff and landing are fun to watch. If I could re-do it, I would most definitely take foam ear plugs. All four in our group had ringing ears for hours after the flight... very loud!! I tried finding some in the grocery stores for our flight home, but couldn't find any.
