It is a shallow area up in some rocks. You can look out through the rocks on one side and sea the sea crashing. Water enters the pool (baths) this way, therefore keeping it from getting stagnant. We took a powercat from Fajardo once and spent a couple of hours on Culebrita. They encouraged us to walk to the baths. You will need some sort of stable shoes to get there as you hike over lots of rocks. Do not wear flip flops.
