Hi. I thought about doing this and none of the big companies allow it. Some of the smaller ones do with some caveats. One such place is Charlie Car Rental. Here's what they had to say:
Charlie Car Rental does not prohibit that any of our vehicles be taken to Vieques or Culebra via the ferry as long as the client understands that due to the distance involved and having to take a ferry….
1. If there are any breakdowns where a car exchange is needed there will be a tow charge involved
a. The tow truck will need to take the ferry with the replacement vehicle and return
2. Lost keys have the same policy
3. If the damage waiver is taken and there is an accident, it will not cover
4. No credit for lost time can be given.
Also, as I understand it, the car ferry is usually busy, you'll need a reservation & the ride over is longer and rougher than the passenger ferry and getting minor dings is common occurance.
We finally decided to rent one-way from Leaseways, take the passenger ferry over in the morning and get a car on Culebra from Dick & Cathie.
