ferry port to flamenco

If I take the ferry from Fajardo to Culebra...How do I get to my campsite at Flamenco beach? Taxis? Do I need to reserve something? Also, what is the chance of catching ferries to and from the island the first week of march, is it hard to catch a ride because of crowds? Thank you fawn
