Sondra - let me help you with your math (tongue in cheek). The ferry ride itself will take 1 1/2 hours each way, and you already know that. Once you get on the island, it is mass chaos as everyone piles off the ferry to get in the publicos to go to the beach. There is no such thing as getting a private taxi to the beach. It could take you anywhere from 15 minutes to one hour to actually get settled on Flamenco Beach, and that long to get back via publico (same problem at the beach - everyone wants to get back to the ferry at the same time, and all the publicos don't come at the same time like they do when the ferry is coming IN, so more waiting time) to get in line for the ferry. You should probably get back to the ferry dock 1 to 1 1/2 hours before the ferry leaves. I personally have been left behind by the ferry; even though I held a ticket, it filled up with weekend campers and all their equipment, which left no room for all the passengers that were waiting. While I don't like Capt. Guzman's style of delivery, he does have a point. Your best bet, as mentioned above, is to rent a jeep and tour around yourself to avoid the publico chaos. Be sure the rental company agrees to meet you at the ferry dock, so that you don't have to get in a publico to get to the car rental place (i.e., more time wasted waiting).
Any time spent on Culebra is a good time, so go, enjoy, and realize you will want to go back and spend more time some day.
