Fishing from shore

I would like to know if anyone would mind sharing their knowledge of fishing from shore in Culebra.

I know there is a good portion of the island that is restricted by law to fish but would like to know if any particular beach is good for fishing from the surf.

Also, is there anyplace on the island that sells bait?

Any help would be appreciated.
