We are first-timers in Culebra and would love any help with PADI and NAUI certified shops. We are certified but by no means experts. We will most likely stay near Flamenco beach, so anywhere clsoe to there would be ideal. Thanks.

Culebra Divers is located right near the ferry dock in Dewey and they do a good job. Walter is one of the owners and will select a site appropriate for your experience level. The have a web site which I think you can link to from this site - otherwise the site comes uo with a Culebra Divers google search.
