I have seen wedding at Club Seaborne. I would contact them. I'm sure they can handle everything for you.

My husband and I got married on Flamenco Beach in December and it was wonderful! We contacted the local judge - he only works on Culebra on Wednesdays, but you can contact him at his office in Fajardo to see when he is available. You do have to get a blood test and marriage license (make sure you have your birth certificate and social security card) which can take a few days in Fajardo to get this all accomplished...but it was definitely worth it!
