We just came back from our trip, and although it turned out I just didn't care about getting online as much as I thought I would, I was able to go to Pandeli bakery and get on with my laptop for free. Pandeli was open in the mornings, but usually closed by 4 p.m. I was also able to connect from the back porch at Casa Ensenada where we stayed. Excetera (a few doors down from Casa Ensenada) also has internet service, but I think it's on their desktop for a fee. I didn't try any other places because I was too busy being on vacation and enjoying Culebra.
Have a great time! We can't wait to go back!
