I very much enjoyed Casita Tropical for the way that Molly and Jerry enhance the experience. A first timer in Culebra on a budget should condsider this place. They will assess your interests and suggest appropriate activities. While I was there they joined a few of the guests at dinner at Susie's old place. Great fun.
I had rented a jeep, but a couple of young grad students who were staying there had no transportation of their own. M & J drove them up to the trailhead and hiked to Brava with them. The next day, they got up before daylight and drove them to Zoni so they could catch the sunrise. Heck, I've never been to Zoni for the sunrise! This past New Years, I bumped into them at the kiosks at Flamenco with new visitors in tow.
The location isn't remarkable, but the experience is.
