I am coming to P.R. in May and want to snorkel. I hear that Culebra has the best snorkeling in P.R. Would it be best to go to Culebra on our own and dive or take an excursion out of Fajardo. I want to spend as much time as possible snorkeling and not traveling to the dive sites, but have read about the hassels of getting to and from Culebra. There are seven of us and maybe a chartered flight might be a good option, but we can't spend the night there........Thanks in advance.......
